Hakan Kaplankaya

Hakan Kaplankaya is a legal advisor and former Turkish diplomat. His researches and consultancy services focus mainly on human rights advocacy and international commercial arbitration. During his tenure at the Ministry, he worked at the NATO Desk. He was assigned as the Deputy of Chief of Mission to the Turkish Embassy in Djibouti and as vice-consul in Paris. Before joining the Ministry, he worked as an assistant lawyer at the European Court of Human Rights. Mr. Kaplankaya obtained an M.A degree from Robert Schuman University (Strasbourg) on human rights law and an LL.M. from Paris-Est Créteil University on international arbitration law. He holds an LL.B from Galatasaray University (Istanbul). He currently lives in France.
